ROMAN EGYPT
    I was unaware until recently that the position of Egypt in the Roman empire was unique in that the entire country was considered the private property of the emperor.  The revenues produced were extracted into the emperor's pocket for three centuries.  The currency was debased to keep it in the country, and that is why it looks like it does - ugly coins that told the user "Here's a kick in your face - what are you going to do about it?"
