SANTO DOMINGO
Columbus made first Caribbean landfall on the island that came to be known as Hispaniola and that is now divided into Haiti and the Dominican Republic.  Confronted with friendly and helpful natives he sailed back to Spain to make a report and returned a few years later to enslave and murder them.  In the 16th century the Spanish government sent out officials to do it right, and they set up an administration.  Eventually they got around to serving the needs of Euro-style commerce, and coins were made.
